China brings progress in the nuclear weapons debate

Chinese Foreign Minister Yang Jiechi asserted in a speech to the Geneva disarmament conference not only to support Beijing Obama's goal of a nuclear-free world, but gave this as the most important statements, as required by the peace movement since a long time:

nuclear first strike - not nuclear weapons mission against non-nuclear-weapon States

These were also Gorbachev's wishes, but there was no contract it, so that Putin's Russia, like the U.S. under GW Bush was back in first-strike strategies.
Obama would now take up these Chinese probe and immediately agree at least with China mutual no-first-strike and make bilateral controllable. Whether he trusts but the domestic policy and creates seems uncertain.
why it needs initiatives from other countries, just from our own government, just work out such small steps and propose.
First, Merkel and Steinmeier have to now but the Chinese leadership for this post thanks to the Geneva conference explicitly.
